Why the scale of China matters, and what it does not tell you
IndexBox, working from customs data, reports that China exported about 184 million vacuum cleaners worth around USD 65 billion in 2024 under HS 8508, with the United States as the largest destination at roughly 19% of the total, followed by Germany and Japan. The same publisher puts China at about 66% of global export volume. China's customs administration, as reported by the press, recorded 136.71 million units and USD 4.857 billion for January to September 2024, up 16.66% in volume and 9.81% in value year on year.
Those totals say the supply base is deep. They do not say that any given plant fits your product, your market or your quantity. The category spans a robot with a laser turret, a corded canister for a European retailer, and a three-phase dust extractor for a joinery shop, and these are built by different plants with different tooling and different paperwork. Sourcing starts by narrowing, not by searching widely.
Step 1: define the line, the market and the route
Three decisions come before any plant is contacted. First, the product line: robot, cordless stick, upright, canister, handheld, wet dry, backpack or industrial. Second, the destination market, because it fixes the standards: IEC/EN 60335-2-2 and CE marking for Europe, UL 1017 or an ETL route for North America, UN 38.3 for any lithium pack, and radio rules for connected robots. Third, the route to market, which is one of three.
| Route | What you change | Typical fit |
|---|---|---|
| Existing model, your label | Logo, colour box, manual | Test a market with low tooling exposure |
| Customised platform | Colours, accessories, firmware, some parts | Brands that want a distinct product without new moulds |
| New design (ODM) | Housing, tooling, specification | Brands with volume and a defined feature set |
The difference between the second and third rows is where most budgets are decided; OEM vs ODM for vacuum cleaners explains who owns what.
Step 2: shortlist partner plants by cluster and capability
Production is concentrated. Suzhou in Jiangsu is known for floor-care appliances and robots, Cixi in Zhejiang for corded household and small appliances, Shunde in Guangdong for a full appliance supply chain, and Shenzhen and Guangzhou for robot ODM and commercial machines. Choosing the cluster that matches the line shortens the part chain and the sampling loop. The industry clusters page and the note on China's vacuum clusters give the detail.
The desk shortlists partner plants by line, by experience with the target market's standards, by tooling capacity and by willingness to put terms in writing. A shortlist of three is usually enough: two to compare and one in reserve.
Step 3: write a brief that a plant can quote against
A plant quotes what it can read. A useful brief names the line and power type, the target market and standards, the performance ranges that matter (suction, runtime, noise, dust capacity), the parts to be customised, the quantity per model, the packaging style and the in-warehouse date. Performance is stated as ranges and tested by a named method such as the IEC 62885 series, so that a quoted figure and a received unit can be compared later. Leave out nothing about spare parts: filters, battery packs and brush rolls are a recurring line, and the plant needs to know they will be ordered.
Step 4: sample, then audit, then order
Samples show the product; an audit shows the plant. Reference sample times are 7-15 working days for an existing model, 15-25 days for a labelled sample and 45-90 days for an ODM engineering sample, each confirmed in writing for the program. Before a first order, a factory audit checks the documents, the process and the test equipment the plant actually uses; see the factory audit page and the audit checklist. Only then does an order specify the model, the specification, the acceptance rules and the timing.
Step 5: quantities, timing and quality control
Typical reference ranges are an MOQ of 200-500 units per model for an existing model, about 500-1,000 for a labelled model and about 1,000-3,000 plus tooling for a new design; production runs about 30-45, 35-50 and 60-120 days respectively. These are references, not quotes, and every figure is confirmed in writing for each program. The MOQ and lead time page lays them out. During production the desk arranges in-line checks, and before the container closes a pre-shipment inspection compares the lot to the agreed sample and test list; see pre-shipment inspection for vacuum cleaners.
Step 6: pack, document and ship
Complete vacuums are bulky, so sea freight in full containers is the normal route, with typical transit of about 15-25 days to the US West Coast and 30-45 days to Europe. Cordless machines carry a lithium battery, which adds UN 38.3 evidence, a safety data sheet and dangerous goods handling; read shipping cordless vacuums before choosing the incoterm and the carrier. Packaging has to survive the drop test and the pallet; see packaging and retail boxes and logistics and shipping.
How the desk fits into the sequence
A buyer can run every step alone, and many do for the first order. The desk exists for the parts that repeat: matching a line to the right cluster, comparing quotes on the same basis, arranging the sample loop, booking audits and inspections, and keeping the written terms for MOQ, timing and acceptance in one place. Because the desk works with several partner plants, it can also keep a second source warm for a line that must not run out of stock, which a single-plant relationship rarely allows. None of this replaces the buyer's own decisions on specification, brand and price position; it removes the coordination work around them.
The mistakes that cost the most
- Choosing a plant from a catalogue picture without a sample and an audit.
- Leaving the market's standards unspecified, then discovering the model lacks the right plug, marking or battery evidence.
- Treating tooling as free: new moulds are an owned asset with a cost, and ownership should be written down.
- Ordering one large quantity with no acceptance criteria, so a dispute has nothing to point to.
To start, send the line, the market and the quantity through the quote form, and the desk returns a shortlist and the questions that need answers before a sample is requested.
